This CAFR meets the Auditor of State financial reporting requirement of statements prepared in accordance with Generally Accepted Accounting Principles (GAAP).  The 2004 CAFR has also been audited by the Auditor of State of Ohio, receiving an unqualified opinion (See page 1).

As disclosed in the CAFR, the County received a Certificate of Achievement for Excellence in Financial Reporting as issued by the Government Finance Officers Association (GFOA) of the United States and Canada for its 2007 CAFR. This was the twenty-second consecutive year that Tuscarawas County received this prestigious award. We believe our current report continues to meet the Certificate of Achievement Program's requirements, and we are again submitting it to the GFOA to determine its eligibility to receive the certificate, which is the highest form of recognition in the area of governmental financial reporting.

This CAFR represents my continued commitment to provide the citizens of Tuscarawas County an accurate and timely reporting of the County's financial activity.
